Github update

Hey folks- in the interest of Github transparency/usability, I'm going to start tagging releases when we upgrade to a new tagged version.

The point is to keep version parity with Mastodon, as well as add extra versioning if something comes up that we need to fix on release.

I feel that there's been enough interest in whitelist code out there that doing a force push after rebasing all the time is probably not the greatest idea without doing this!
