so after two days, finally got this Valve Index set up and working.
Not through any fault of the valve index oh no.
no it's because apparently Steam VR requires the Media Feature Pack in windows 10 to work and uh...
our VR pc was running Windows 10 Pro x64 N
which is european only, and does not come with the media feature pack which is like... windows media player and all that.

@Felthry It's actually something that dates back to like... I think Windows xp or something?? and has only recently expired as it were.
Basically, in Europe, some years back, there was a big anti-trust lawsuit against Microsoft and their bundling of IE and WMP and forcing the install of them onto people and basically causing these products to be installed by default and people LESS tech savvy going "oh well I guess I don't need anything else" and thus securing an easy massive market share.
@Nine there's talk that they might get sued again over their stuff with edge, or at least they might get some regulatory body investigating them
