Feminism didn't follow a route of linear progress from the first to the second to the third "waves". TERFism was always a regressive ideology.

Fun fact: Did you know that the theorists we now know as TERFs were perceived as regressive by feminists even during the height of their popularity?

So-called "second wave feminism" was, from its inception, split between the Anglo-American school, where TERFs originated, and the French theorists, who criticised the former for their uncritical adoption of gender essentialism.
