@gravecat in the US, at least. 1994 EPA law limits shower heads to no more than 2.5 gallons per minute flow. Many manufacturers, to account for variance, went way under this to make sure they weren't going over. @gravecat Some manufacturers tried to get around it with "shower towers" - a longer pipe with multiple shower heads connected, each one individually obeying the law, but they ruled against that, saying the law applied to the whole unit.
The EPA only regulates the sale of the shower heads though, not their use, so some companies make compliant shower heads with easy instructions on how to remove the regulator.
