Saturn isn't that inhospitable of a place. The air is cold and unbreathable, but oxygen and a warm suit are easy to carry. The winds rage at a thousand miles an hour, but floating cities pulled along with it feel nothing.
Its gravity is even earthlike, and with its own resources and the wonders held by dozens of nearby moons, it was perfect for colonization.
