Part of why this is so effective is the local system in Nebraska makes it easier. They have a small window for their sessions, limited debate times, and a host of other factors. Unicameral legislatures sound easy in principal but it can grind things to a halt in these cases.

Senator Cavanaugh also clearly has the support of the local Democrats and local leftist organizations. If even one Democrat voted with the Republican bloc her filibuster would fail.
