I've never really partaken in it, but I understand it. It can certainly turn toxic if overdone, however sometimes it's a necessary evil.
For instance, recently I took a stand against someone for blatant abuse of power, however they'd rather demote me & try to sweep it all under the rug, blame others, than own up to their mistake & apologise.
It made me finally accept what I didn't want to see, that this person is a massive abuser & one who thinks themselves untouchable.

However they're not done, they're back, new face, new name, back to abuse more, trying to do so with a clean slate, to weasel themselves back in while escaping blame of their past.
I know this, but others might not & while I've never partaken in callout culture, in this I feel that if I do *not* speak up, I will fail everyone who this arsehole is going to abuse & exploit in the future.
Yet if I call them out, they'll just repeat again... new face, new name. They're a coward.

Now this is where it gets complicated. I've already cut all ties to this scumbag, however I know that they're going to continue to abuse & exploit others.
The good thing is others realise because you don't just demote multiple high standing people without notice, in fact the backlash was so bad they deleted their account following.
