Been refactoring Past Me's terrible first steps into hex grid generation to remove some hardcoded stuff. And as a bonus, I got to delete a ton of other crappy code at the same time.

@rey the law is specifically because gasoline is highly flammable and ostensibly presents a fire safety hazard - even diesel pumps don't have to be full-service, because of the lower volatility of diesel - so i imagine the law doesn't apply to EV charging stations
