how does the pokemon league decide who gets to be a gym leader? do the leaders need to prove that they're presenting an adequate challenge somehow? Are the gym trainers officially part of the gym, hired by the league or the leader, or can anyone join to practice with the gym's type? does the leader need to go easy on trainers with fewer badges, or do they actually go all-out? and if so, what if someone wanted to start from like Goldenrod, their first gym would be Whitney, ouch

@Lioness but the gyms seem to change hands occasionally; Janine took over Fucshia's gym when Koga became an elite four member, for example, and Falkner is said to have inherited the gym from his dad, and Blue took over the Viridian gym when Giovanni disappeared

also, there can't be a requirement for a number of gym trainers because Jasmine (Olivine gym) has none at all
