TCP connections are initiated by the sending and receiving servers basically saying "hey i need you to open a connection" "i'm ready to open the connection" "okay open the connection"; these three messages are known as a "handshake". UDP doesn't do this, in UDP the sender just hurls packets at the receiver without bothering to check whether the receiver a) is capable of receiving at the rate it wants to send, b) is ready to receive, c) knows the sender exists, or d) exists itself.
