it does make sense though; they both do the same thing: dump energy into water to raise its temperature
it's just that the actual industrial boilers take it a step further to actually boil the water, whereas water heaters... don't
so boiler is a bit of a misnomer since no boiling is involved (or if it is, something's gone very wrong)

@Felthry I think it's one of those things where, if you hear someone call it a boiler, even though it's just a heater, you're almost always going to know that they *meant* heater and can just roll with it
In my life I've gotten a lot of mileage out of deciding to not correct folks using a technically imprecise term if I ended up knowing what they meant anyways, it just speeds things along
