are PCI addresses persistent across OS installs?

@pup_hime Aren't they determined by the slot the card is in?

I'm not sure if that's the same for PCIe, but I'm pretty sure it is for PCI at least

@pup_hime but considering that PCIe is point-to-point, not a bus, the addresses would probably be based on which lanes a card uses, and thus again based on which slot it's in
