hm. allowlist activitypub federation, but with a "friends list" of other instances where, if the other instance federates with an instance, *that's* the condition under which you also federate with them
so like, i could spin up a smaller instance and still receive the effects of being in a larger network and discovering other instances, but only those that are already in the subset of the network that i want to be in
