Failure of Western education
Bear in mind, the system in place is meant to crank out drones. It begins with indoctrination and ends with young adults prepared to do basic tasks assigned by someone more important. All throughout, they have to sit still and quiet and ask permission to do anything.
But it's now worse than that because in the US, schools are chained to standardized testing by funding and schools unable to keep up get less money to do it with, causing some to spiral, others to cheat.

I can recall a few very good teachers who made things fun and relevant, but that burden was totally on them. Textbooks are awful about that. Nobody buys 15 watermelons and the utter ridiculousness of it loses its shine in your teen years. If it can't be related to a real problem, it's not going to stick.
And ultimately people game the system. When schools teach the tests, students learn what's on them mere weeks before it's needed and forget it directly after.
