Years ago, before some of you were born, I lived in a big dormitory at UM. Down the hallway lived two friends who had a little fridge in their room. They liked Tang, so they got a big thing of Tang, a big plastic container and they agreed whoever used the last Tang would make a new batch. This worked for a while, then each of them would leave small amounts of Tang in the container so the other roommate would get stuck making more.

They eventually realized this wasn’t working and solved the problem by using plastic spoons to eat Tang straight from the container, and getting water to wash that down if they had to.
I think politics works a bit like that.
