a wisp of code distortion barely able to be seen by the eye. the only traces are the hushed static that always seems from a distance, and the wave of black snow that appears when he is near. The few times he appears in form, he appears distinctly draconic. Smokey grey scales and curved horns and a snout billowing static smoke. a long coat made of material that seems to shift with the moments, and a binder made of archived video feeds

Belly scales toned a lighter grey, and around his crotch and lower, his textures blur like a a high resolution image zoomed to unintelligible pixels. At least, that's what one would see before the very sight of him injected and executed code carefully erasing the memory. He clearly has the power to do serious harm, but seems to only investigate crime and deal justice to those that deserve such. He still manages to strike an uncomfortable feeling in folks.
