I read something interesting. In ancient China, there were a number of schools of philosophy, and one of them, which wikipedia translates as the "school of minor-talks", is composed entirely of common wisdom collected from ordinary people. It didn't have a famous philosopher at its head like Confucianism and Taoism do; rather, there were government officials whose job was to go around and collect wisdom from random people, which would then presumably be recorded.
