Does being a werewolf generally imply being plural (i.e. the at-least-supposedly-human and "The Beast")?

I've been thinking yes, but I just realized I don't know if that's typically the case.

It really depends on the narrative you follow - even going back to the middle ages, the whole thing can be construed as anything from "cursed human occasionally at the mercy of a beastly side given to them", to "wolf that hides among humanity and occasionally shows their true self" to "(former) human that deliberately turns into something more lupine", obviously barring all the moral implications associated with any of these.
