This would have been a sequel to Evoga's (released) 2001 game Evolution Soccer.
Co-developed with Japan's Brezzasoft (made up of ex-SNK staff, who later rejoined SNK Playmore), Evolution Soccer's basically a spiritual successor to Neo Geo Cup '98 with a bit of a more KOF-style aesthetic. It honestly looks like a good game! https://youtu.be/_4nbWoJipTY
It's also one of only two games made for Brezzasoft's Crystal System arcade hardware, which they intended to be a NeoGeo successor. Presumably those ambitions got cut short when Brezzasoft rejoined SNK Playmore. Evoga's next game was also a NeoGeo game rather than a Crystal System game, and co-developed with a different ex-SNK offshoot.
Rage of the Dragons itself never got a home port thanks to Evoga's ca 2002 bankruptcy. I'm not sure what its legal status was at that point, or who owned the rights.
