Praxis explanation 

@SuperCee@plush.city That's easy. Praxis was a moon of the Klingon homeworld that had been industrialized for energy production.
In the 23rd century, it experienced a huge engineering casualty due to over-mining and insufficient safety procedures that physically destroyed over 2/3rds of the sattelite.

The resulting environmental crisis (sub-space radiation depleting breathable oxygen through the creation of ozone) would have rendered the homeworld uninhabitable within 50 years.

Seeing ano pprotunity, The Federation proposed renewed diplomatic contact with the Klingon Empire and proposed sending the Starfleet flagship to escort Gowron, the Klingon's High Chancellor, to the proposed peace summit.

Due to security concerns and mistrust between Federation officials, dissent among the Starfleet Admiralty, and reactionaries in the Klingon government, the location of the summit was changed several times until finalized (after the unfortunate assassination of Chancellor Gowron) to the planet Khitomer, where the historic Khitomer Accords were signed, thus officially ending the Klingon/Federation Cold War.

These events were dramatized in the pre-historical documentary Star Trek VI: The Undiscovered Country.

Thus, Praxis: A new event that while unexpected, can lead to a better future.
