in my old theme, I had a file called functions.php, where I added this code to get the quotation marks I wanted without having to insert them into the text.

my new theme (twenty twenty-three, the new default) doesn't have a functions.php. any idea where I could insert the code? is there a better way to do this?

I created a plugin that does what I want. Sadly, it breaks certain pages (monthly archives). Not sure how I'll fix this, but I maybe worth a try.

okay, so the solution was: install the new* german localisation. mine was 1) not activated (???) and 2) from 2014. I guess it wasn't updated because it wasn't activated.

I'd rather have the english interface/backend** and german frontend, but now I have the good quotes.
