Does anyone know if it's possible to block app keybinds in Windows?

I want to be able to use the AltGr key on my keyboard so I can type diacritics with *some* efficiency, but various apps have imposed themselves as Alt+ shortcuts, even on the AltGr key for some fucking annoying reason.

@dzuk huh, I never had that happen and I've only used keyboards with altgr (German standard layout and US International)

sadly I don't think Windows has a way to do that
