I've looked up BMS Of Fighters and it seems like a music contest? So I have no idea where all of these sick animations are coming from

bms are music scripts that button-based rhythm games are based on, (like beatmania!), and events like bofu have an unreasonable number of extremely good japanese composers, both professional and hobbyist, who create music that goes with them
it's a scene that has an intersection of remix doujin circles, people who make music for games you've probably played, dedicated rhythm game composers, and a bunch of other groups!
