Huh. Today we learned about the Aharonov-Bohm effect, which demonstrates that just knowing E and B at a point isn't enough to know how a particle at that point will be affected by the electromagnetic field

Specifically, it shows that a particle can be affected by a strong electromagnetic potential even when the particle does not go through any area of non-zero field strength

as we understand it, it doesn't affect any observables, but it does alter the phase of the wavefunction which in turn affects interference patterns when doing quantum interferometry
