The question of if Elseways has human residents has been on my mind, and I think I have an answer, but it means rethinking a little of the setting outside the city. The answer is no. Not because they're not allowed or anything, but because there are already plenty of human cities out there with millions of residents. Elseways, as the name indicates, is a place for everyone else.
@Felthry Definitely yes to the second one. A more awkward yes to the first one; people would be like "if you identify with that body so strongly, why haven't you gone to the Corps to get transformed?" But I'm sure it would happen. Out of fear or for other reasons, someone might not want to rush into a change. And that's fine. The "no humans" thing isn't an enforced rule, more of an expectation.
