My understanding is it was a limitation of the amount of memory the chip in the cartridge could address. It could only store enough for the current screen and a little past it in one direction. When the cartridge hardware improved and it could address more at once, you got the full 8-way scrolling in things like SMB3.

@dodec i'm pretty sure even a game like mario could have done both forward and backward scrolling along a single direction--they managed it with metroid and i think that used the same memory mapper
