Go visit Snowpoint City if you're able to get there. Today is director, producer, and composer Junichi Masuda’s 54th birthday, and the snow is lovely this time of year as a result.
From what surface research I've done, this also happens on rare occasions like Leap Days, New Years, as well as possibly the player's birthday and the birthdays of other noteworthy contributors to the development of the franchise's games.

@Felthry I wouldn't be surprised if it behaves similarly, or if it has expansion to other events.
Apparently there's also some very minor bonuses to game mechanics during the course of the day too, like encounter and hatch rates.
