I actually think resource management can make for a pretty interesting mechanic in a fighting game. It's something I like a lot about Yomi, even if you have a really good move you can't spam it, where in a real time fighting game you usually have all your moves available at all times
The exception is super moves usually, but I don't really think that's enough?

@Felthry Smash Bros is extremely not trying to be a competitive fighting game. That doesn't stop people from trying but that's not what it is, and staling is a good example of that
It's super tacked on and super poorly communicated to the player
