@Felthry we're using it to mean "saying a thing which sounds generally true without mentioning the context that makes it mean something else".
In the ACAB case, they're explicitly saying, "people outside the US should not assume that their local police are above reproach", but the context means they're implying, "the RPi Foundation is full of shit when they claim UK police are different from US police so hiring a cop is fine, actually".
in this case, the implication is true
but in some other cases, it's a lie told to attack some target
