@chr Tbh: I would try this with https://www.vintagestory.at and a combination of survival and creative modes.
It's a Minecraft mod that grew into its own separate program and, mostly, focuses on simulation aspects. And while most of it is your usual 1x1x1 cube voxel affair, each block supports sub-block chiseling and refining for finer details.
It'll also happily generate the top-down map for you, let you simulate weather effects, and let you get a nice sketch down that feels good to work with.

@Leviamicky @chr Any time I see a game or major project that (1) invests in manpages or a wiki and (2) actively curates it themselves instead of making us suffer with fandom's (aggressive, anti-consumer and anti-creator) system, I smile.
This even has an in-game handbook with the ability for mods to create their own pages, and many do. It's unbelievably nice by comparison.
@chr Note that if you really like the subblock voxel system, you can clone, rotate, and do creative operations with the blocks you make using https://mods.vintagestory.at/chiseltools. Note the author's report that it doesn't work with the latest release candidate yet, though.
