Freewriting
The first to grasp at its' edges were the witches. Neopagans and wiccan types whose knowledge stemmed from older times. Beings who knew at least knew that a tweak of perception was necessary.
Those that grasped at magic hid well behind the veil that perception drew over them, and it was so effective that they could talk in public without ever being known to have actual, real magic.
Freewriting
So it stayed this way, hidden in plain sight, and although the knowledge of how magic returned remained largely a mystery, the knowledge of it as a resource became known, and there was a great attempt to keep magic hidden from the rest of the world, so that it may start to thrive again.
But as generations past, magic began to affect more than just humans, and the task of keeping it a secret started to expand far greater than anyone could cover up.
