Why are water level themes usually in 3/4 time?

@Kat It's an honest question! I was just randomly listening to some video game soundtracks tonight and was struck again by how the overworld/main game music is usually an upbeat 4/4 tune, but water level music is usually a 3/4 waltz. This even stretches across different genres, different console periods, different composers...
@Raspberryfloof i'm sure there's music theory behind it and i'd love to know what it is, but i have no clue where i'd start to look, lol
