So driving down the highway I see a gravel truck with a sign on the rear saying "stay back 200 feet / not responsible for broken windshields!"
I'm thinking, knowingly operating a road vehicle that's likely to damage any car that gets within 200 feet behind sure does sound like a reckless act.
Alternately, if that area is a true no-go zone, there's appropriate procedures which can be followed. A 200ft long truck is called an oversize load and needs escort cars, which I imagine isn't cheap.
