You ever work on a paper and it starts to take a turn you didn't expect?

I'm doing research on rent law and aid for landlords to put stays on evictions, and all the power is in the hands of the banks. So I was thinking this would be a critique of landlords, but instead it just goes back to banks being perpetually bad. The legislation is all post-recession too.
