These portraits are stored as 8-bit tiles, easy enough to interpret. This is my attempt at reading the separate palette file. It looks like it's a 15-bit palette in a very simple file, just two bytes per colour index with no header or anything else.

I met a nice cat the other day! A bit nervous and didn’t want me to get close, but was happy to watch me from a distance.
