Mine is a city that got flooded to a downright comical degree following climate disasters that was then purchased privately and converted into the world's largest water garden before building a massive megaskyscraper in it's center. No visitors allowed.

Short version: Elder dragoness showing signs of late aging present day uses her massive 10,000 year amassed fortune in priceless artifacts to fund the creation of a lab dedicated to mapping biological minds to digital storage medium, robotic bodies, and a transfer method; All covertly due to questionable legality.
Why? Because damnit, 10,000 years wasn't enough for her. She's not done yet, and she'll burn everything just to stay in the fight.

The story gets more interesting when, after building the robotic bodies and having a good start on a digitized mind map, she realizes she'll run out of funding before the transfer project is completed and has to shift to find a way to monetize what's been built so far without releasing what is by then way ahead-of-the-time tech to the general public and thus drawing too much attention to their work-- and, y'know, changing the world to questionable ends
