holy shit running vscode dev containers from Windows file systems is slow. Maybe they should like, warn you that you're in for a world of pain if you try?

copying the files over to WSL worked. I just spawn a remote vscode session from WSL (just type
code
, it's really that simple) and then launch the dev container from there
