OK, Spouse1 has tried having an iPad with keyboard as her main computer for studying, and has graduated. While it was "OK" it wasn't ideal and we want a portable computer for work which is an actual store-your-files-and-do-your-bidding computer. She is OK with using Linux and doesn't have any software dependencies on Windows or Mac stuff, but she does need something that will look nice, work well, be repairable, not super-pricey. Russian keycaps as an option would be good. I'm tasked with research.

Any recommendations? Is this what MNT Reform is for?

@derwinmcgeary I'd recommend a used thinkpad, ebay should have plenty of very lightly used old business stock and they're both very repairable and cheap. Also I think you can still easily swap the keyboard assembly so you could just buy a russian keyboard separately
