Off-Road Challenge: I remember this having more FPS. I also somehow completely memory holed that the fastest car has the weird off-mechanic debuff of "Contact makes other racers run it over, stopping it in its tracks", and that you lose stats over time. Kinda not great.
California Speed: Someone who designed this had been to California at least once. I recognized some places. Kind of nothing burger: easy polite tracks but if you make a mistake you'll never catch back up. Neat though. Crusin' USA but just California and weird tracks to boot.
MRC Multi-Racing Championship: Ooooh this is miserable. I need to try it again when I'm feeling less crappy. Probably the most "Simulation" racer on the console and there's a reason not many hard sims are here. Postures itself as a rally sim, but the tracks are weird short things with no real scenery or variety.
Beetle Adventure Racing: The AI is super easy because the game is supposed to be looking for hidden collectables then winning the race anyway. Kind of baffling there's a racer with one car this late. You lose practically no speed for contact, so the winning strat is tape accelerate down and just slam into walls.
Rush 2049: Feels less "heavy" than SF Rush does, but still feels oddly punitive with the exploding car mechanic. Neat strange tracks. Driving a light/drifty car seems to confuse the piss out of the camera.
V-Racer 99: I watched someone else play this and I wanna try it. Bizhawk at least can't run it. N64 emulation is a weird evolutionary sinkhole I swear.

@noiob That's actually what started this. I loved that. Played up through the first reverse set in one sitting, then it got pretty heckin' hard. Still wanna finish it sometime.
