In other news, 234V between PE and my radiator is pefectly normal, right?

I'll try figuring out weather this is just AC coupling, or actually powered. (I thought it was AC coupling, but it being so close to 230V has me worried, and I'm not gonna do the "touch it and see if it hurts" test.)

And if it is just AC coupling I'll make a cable that plugs into the socket and connects to the radiator. (and if it isn't I'll write an angry message to the landlord, cause I don't wanna die...)
