When do you think something should be an explicit game mechanic, as opposed to being handled narratively?

@starkatt Some things I would think about if I were considering whether to introduce explicit game mechanics:

- is this situation going to come up repeatedly
- is this situation difficult to come up with a satisfying resolution for on the fly
- do I want to introduce uncertainty here
- do I want to inform players of the existence of an option
- would introducing explicit mechanics help with making the experience of play fit my design
- would this be a helpful example for GMs coming up with their own game mechanics
