New 12Fold headcanon:
In the early days of planetary independence, a particularly cunning Mooncat made a proposition to the Martian tigers: "We both need leverage against the Terrans, and if there's one thing we know about humans, they love their stereotypes*. You pretend to be dumb and aggressive, we'll step in and be the voice of reason, and we'll split the foreign aid 50-50 under the table."
The entire Martian-Lunar "War" is a huge artwar setup, like the "religious persecution" in Cat's Cradle. But instead of having forgotten it's all a scam, both sides are just having too much fun to stop. They can't freakin' believe it's working. (Er, then their scholars point at the Trump Era-- and they shrug, nod, and giggle.) Over time, both sides' masquerade roles have shifted based on what they need out of the Terrans.
Therefore, as part of the put-on, Martian propaganda broadcasts of Rezy's time consist largely of things like my previous toot. The Terrans have bought into the charade completely, and have gone from seeing Martians as dangerous, barbaric warriors to cute, bumbling cartoon kitties who can't even manage their own planet. The fish donations should start rolling in by the kiloton any day now...
*(The irony of this was lost on the Mooncat, but not on us. But ve wasn't wrong...)
