What would it take for a return to the days of piracy and bandit kings? Seeing corporate barons regularly stopped and robbed by gangs of dandy highwaymen -- or shipments of luxury goods hijacked and sold off to feed the poor -- would restore so much joy to my heart.

I mean if I were in the business of committing near future banditry, which I am not, I would probably use the truckers and their love of black market electronic warfare as my cover.
Choose a heavy truck corridor and send a rig of my own down it when the mark is passing by, signal jam the hell out of it and then try and do a low tech ambush with bate. Then take off down the road in a disposable beater pick up transfer the haul to the rig switch the jamming to truck normal and head out of the area.

For it to be an effective pirate/bandit scheme you would need a method to hit faster than communication, a safe haven to retreat to, and a method of fencing the goods after
