The Norse gods tricked Fenrir into accepting the chains after ripping him from his family, by telling him it was a test of strength, and applauding every time he destroyed the chains.
They did this because they knew Fenrir would grow too big for Asgard, and even the gods couldn't contend with him.
Eventually they went to the dwarves and had a chain forged, Gleipnir, of the things that do not exist -- a cat's footsteps, the roots of mountains, the breath of a fish

Fenrir was chained by what he was fated to do to the universe, but then they gave him reason to do it.
