I know I sort of need to shut up about this but it's just so close to working. The safety lever can move when the cocking lever is out far enough: when the firearm is cocked and ready to fire.
But in this case the cocking piece is almost imperceptibly too far foward.

It's the sear's job to push the cocking piece out far enough to engage the safety.
So either the position of the sear is wrong on the receiver, or the receiver doesn't have the trigger assembly in the right place.
