I'd also suggest getting into contact with a number of sceners/having a friend group with a few of them (it doesn't have to be a "formal" demogroup or anything), it makes it easier to inspire each other to start working, and keep working, on things, and get feedback on it
there are also a bunch of chat groups (on discord/matrix/irc/...) but the non-invite-only ones tend to be rather big and maybe a bit noisy. or at least that's my impression, idk
to actually get practical info about getting started making the actual thing, well, that really depends on what you want to do, and for what platform. code? graphics? music? newschool? oldschool? wild? answers kinda depend on that
