@typhlosion We should definitely fix this!

Right now what happens is someone gets suspended from our local instance entirely, similar to how blacklisting works, so we'd have to refactor that out and change at what level people get blocked.

@vahnj ooh rad, i was looking at the tootsuite fork but i'll definitely take a look here so i can peep how whitelisting works
