"microcomputer" would be a great word for things like the raspberry pi or beaglebone, but it's already taken by regular size computers (because at the time the term microcomputer was made, a minicomputer was the size of a desk, and at the time the term minicomputer was made a computer was the size of a room)
since it's not really doing anything at the moment i imagine 300 mhz is its minimum frequency (modern cpus and gpus are what's called dynamic processors, where they need a minimum clock frequency to avoid glitches caused by capacitors leaking--similar to how dram works. it's far cheaper than static processors, just like how dram is far cheaper than sram)
always feels weird to us that gpus are clocked so much lower than cpus in normal operation
like, our cpu has a nominal clock of 2.9 ghz and is currently running at close to 4 ghz factory overclock, while our gpu is running at 300 mhz
but it's doing massively parallel operations so each clock cycle can mean thousands of computations

it really would only need to be on the extremely wealthy. a millionaire might owe a few dozen thousand dollars per year or something, and a billionaire might owe a few dozen million per year
then you use that to fund ubi (of course also instating rent control and related things, since ubi without that will just result in $3000/mo rent or something and leave us back where we started)

like yeah we need to increase income taxes on high-income brackets but on top of that why don't we have a tax on accrued wealth that you aren't actually doing anything useful with
seems like a straightforward way to *start* wealth redistribution--but only to start it. more extreme measures will also need to be taken probably
so, our new laptop has a turbo button
pressing it sets the gpu clock to "maximum overclock" whatever that means and also turns the fans on max speed, which is honestly not that far off what turbo buttons did on old pcs--they would "overclock" the cpu (which was normally underclocked to be compatible with old dos programs that relied on having a consistent clock)
