What's with the rival in gen 2 games? You beat him and then he says "This is why I don't battle weaklings. There's no challenge to it." Is he pretending that he won?

I wonder if there's any pokemon that has never been owned by a trainer you can battle in any of the games, not counting legendaries?
Pokemon villains by generation:
Gen 1: The mafia
Gen 2: Remnants of the disbanded mafia
Gen 3: A bunch of people who failed science class
Gen 4: Someone who literally wants to destroy all of existence and remake it in his own image
Gen 5: A group who want to take over this one specific region and only that
Gen 6: A group who wants to be fashionable and also end all life on the planet
Gen 7: A bunch of outcasts, failed by the system, who have to steal to get by

We were just reminded of the headcanon that Will, the elite four member from GSC, is a trans man, and the same person as Lorelei from RBY. They're both the first elite four member, they both use a jynx and a slowbro, Will's hair in GSC is the same color as Lorelei's in FRLG, and all of Will's pokemon who were male in GSC switched to female in HGSS, which could be a hint at Will himself being trans.

"This sign isn't here to sell you anything, or to convince you of anything; it just wants to tell you to have a nice day"

I've been playing Sonic Adventure 2, and thus kept switching out with music from that game stuck in our head. Felthry now played a marble machine cover just before switching. I'm not sure if it was consciously to get back at me, or just because it wanted to listen to it.
