There is by definition no single right moderation strategy, and the "drama"/conflict that arises from different strategies is normal.
If you attempt to find a universally correct moderation strategy you end up recreating the non-moderation or tone policing you see e.g. on Twitter, where moderation decisions have to be based on rigid law-like rules that are easily gamed and abused in the best case, and a formal shield for abuse in the worst.
